Black, Elle

Black, Elle

I am an independent evaluator, strategist and facilitator with 30 years’ experience helping government, community organisations, industry and not-for-profits understand what is working, why, and what can be improved.

I have substantial experience working in First Nations, regional and remote contexts. I use culturally responsive, strengths-based and trauma-aware approaches that support meaningful participation, shared ownership and respectful use of knowledge.

I am particularly effective where evaluation needs to balance accountability requirements with the realities of delivery, diverse stakeholder perspectives and community priorities. My approach is collaborative and proportionate: I work with people to identify useful questions, select methods that fit the context, make sense of evidence from multiple sources, and deliver findings that inform practical decisions.

Recent work includes evaluation design and program evaluations for Australian and Western Australian government agencies; Aboriginal and Torres Strait Islander organisations; and private industry. Sector experience includes small business and regional development; employment, training and leadership; natural resource management; natural disaster and climate resilience; community health and wellbeing; and justice.
