Workshop Overview
Results-based accountability (RBA) is an evaluation framework that has been widely used across sectors in Australia and internationally. RBA distinguishes between two levels of performance and accountability – the population and program levels and the framework is particularly useful for clarifying what we should measure in an evaluation.
Workshop Content
The workshop will cover:

the distinction between population and program performance and accountability

the distinction between indicators and measures, as used in RBA
-
the relationship between RBA and program logic approaches
-
hands-on practice in developing indicators and measures
-
how RBA can be used in monitoring and evaluation frameworks
-
how RBA can be used in evaluation planning and design.
Each workshop participant will have the opportunity for a follow-up one hour consultation to discuss the application of RBA in their workplace setting.
Workshop Outcomes
At the end of the workshop, participants will be able to:
- distinguish between population and program levels of performance and evaluation
- develop indicators and measures to assess population and program outcomes respectively
- apply RBA to the design of evaluations and monitoring and evaluation frameworks.

About the facilitator
Greg Masters, is the director of Nexus Management Consulting, which specialises in consulting to the public and not-for-profit sectors. Nexus has designed and implemented scores of evaluations of government programs across health, community services, justice, environmental and other sectors at all three levels of government. Many of these evaluations have used results-based accountability.
Prior to establishing Nexus, Greg held senior executive and management positions in NSW government agencies including principal consultant in the (former) Program Evaluation Unit in the NSW Premier’s Department. He also established and managed a central evaluation unit in a large NSW government agency.
Greg has been a long-standing member of the AES and on the NSW committee since 2018, where he has led the monthly free event program and co-led the establishment of a buddying program which is now in its third intake.
