UK_1003 Global Evaluation Framework Retender 2026 (ITT1033075)

The British Council is looking for multiple providers to join its 2026 Global Evaluation Framework. This framework will replace the 2022 Global Evaluation Framework, which is due to expire in 2026. This global framework will be the British Council’s primary route for the procurement of monitoring and evaluation consultancy work. Suppliers who join the framework will be eligible to tender for monitoring and evaluation across the British Council’s global operations.
The 2026 Global Evaluation Framework is divided into two (2) Lots, as outlined below:
- Lot 1: Helpdesk for Quality Assurance and Technical Expertise - This Lot is envisioned to have three (3) suppliers. This Helpdesk aims to provide a single service to provide independent quality assurance of evaluation deliverables and short-term expert technical advice to British Council staff managing and supporting evaluations.
- Lot 2: Support-focused evidence and evaluation consultancy - This Lot is envisioned to have up to seventy (70) suppliers and aims to provide expertise on a range of short-term and long-term assignments to the British Council through the provision of support-focused evidence and evaluation consultancy.
Each of the two (2) Lots has issued its own ITT and supporting documents. Each Lot requires the submission of its own tender proposal. Suppliers can be awarded to a maximum of 2 Lots.
The total expected value of the combined lots is up to £2,000,000 GBP per financial year. This is estimated as up to £12,000,000 (ex VAT) or £14,400,00 (inc VAT) between 2026 -2032, the first six years of the framework, with the possibility of extension for a further two years to 2034.
The new 2026 Global Evaluation Framework (GEF26), is:
• due to commence September 2026 and continue to September 2029,
• where it is due to refresh in September 2029 and continue to September 2032
• and then has the option to refresh in September 2032 once more to September 2034.
The deadline for submission of ITT responses by potential suppliers (Response Deadline) is 10:00 UK time Monday 18 May 2026.
Please note the deadline for submission of clarification questions is Friday 24 April 2026.
