Call for Proposals: Australasian Evaluation Society 2005 International Conference

Evaluation From the ‘Inside Out’ 10-12 October 2005
(Pre-conference workshops 9 & 10 October)

It is with great pleasure that the AES extends a warm invitation, and the allure of a warm climate, to the evaluation fraternity and all interested persons to participate in the 2005 conference in Brisbane. Within this there will be five strands:

Conference Strands
The conference will look at evaluation from the 'inside out' – its theory, methods and practice, and trends for its future development and use.

  • Looking in: developments in and reflection on evaluation theory
  • Looking around: \methods and trends in evaluation practice
  • Looking out: uses and abuses of evaluation
  • Looking closer: \values and ethics in evaluation
  • Looking at: evaluation stories and special topics.

Participation
Contributions to the conference include conference papers, posters, interactive presentations (panel, debate, roundtable) and mentoring. Conference Presentation Proposals and expressions of interest for the Mentoring Program are available from the conference website

AES International Conference 2006
The 2006 AES International Conference will be held in Darwin from 4-7 September. The main theme of the conference is evaluation in emerging areas.

AES Board and Committee Reports
President's Report

At the Board teleconference held on 24 March, a number of important items were discussed and approved. This was the first meeting at which the Board was asked to confirm decisions made by the Executive out of session as part of the enhanced governance processes implemented in the past year.

Three decisions were endorsed relating to a workshop conducted by me in Wellington, a proposal for extra funding for the launch of the WA 2005 seminar program, and to change the conference organising agency for the Brisbane conference. In relation to the last item, a committee was established of four Board members to review the process by which the AES selects the organising agency for its annual conference.

The Board has also approved the final evaluation report for the Adelaide 2004 conference and progress reports for the Brisbane 2005 conference and the Darwin 2006 conference. As you can see, conferences occupy a considerable amount of the Board's attention, as they are complex events to organise and their success is critical to the Society. Looking back over the history of the AES, our conferences have been well received and highly successful, thanks to the hard work and commitment of members. The Board also approved the 2005 Business Plan, which is available from the AES office, and agreed to review its structure when developing the plan for 2006.

Finally, the workshop series on policy development and evaluation to be conducted by John Owen in several regions during 2005 was approved and dates for Canberra (3 May), Perth (20 May) and Brisbane (16 June) were noted. Marketing of these workshops is now proceeding. The next Executive meeting is in Melbourne in July and the next Board teleconference is in August.

International Relations Committee Report

Penny Hawkins has reported that good progress has been made regarding the establishment, resourcing and administration of the International Organisation for Cooperation in Evaluation (IOCE). Penny reports that recent key achievements of the IOCE have been that:

The IOCE is now incorporated as a non-profit organisation in Canada

A Secretariat has been set up in Ottawa that is run by Kathy Jones who operates as "The Willow Group". As IOCE Secretary, Penny is responsible for the contract management

The membership fee structure of the IOCE has been re-visited following feedback from some associations. It is likely that there will be three fee bands that reflect the relative stages of development of both the associations and the countries in which they are situated. The AES along with associations from the richest countries (e.g. Canada, USA, UK) will be in the highest fee band. It is hoped that associations struggling to get established in developing countries will attract sponsorship from international aid donor organisations

An IOCE Organisational Resources Pack has been compiled by Marco Segone (IOCE Vice-President from Brazil) and Zenda Ofir (IOCE Vice-President from South Africa). This is a publication designed to assist emerging and newly established evaluation associations. It comprises a set of case studies from established associations detailing how they operate, their history and some of the lessons that have been learned by each organisation along the way. It includes the AES as one of the case studies. UNICEF is covering the cost of publication but it will be published as an IOCE product.

Frank Bowles

Frank Bowles, a tireless member of and contributor to the AES, died after a long illness on March 9th at the tragically young age of 53.

At the time of his death, Frank was a long time member of the organising committee of the Canberra Regional Group, and through his workplace, KPMG, was the host for many of our regular meetings. He was also an invaluable member of the organising committee for the 2001 Canberra conference, where he served as Treasurer.

Despite his condition, about which he was disarmingly brave, Frank continued to work and to provide input to the AES almost to the end. Frank was also a key contributor to his profession of internal auditing and to the Institute of Internal Auditors, but it was not until hearing his eulogies at the funeral that I realised the extent to which he was a giver in all aspects of his life - to his family, his friends and colleagues, his profession, his neighbourhood and his church. He will be sorely missed by us all.

Nomination forms for the Australasian evaluation ‘Oscars’, the AES Awards, can be downloaded from the AES website. Nominations close 30 June. Individuals can nominate themself or colleagues for the five wards offered annually by the Australasian Evaluation Society:

    (best journal article or other publication in evaluation)

Journals
The Evaluation Journal of Australasia, normally published twice a year, is the major publication of the Australasian Evaluation Society. Under the guidance of the new editors, Rosalind Hurworth and Delwyn Goodrick, three issues of the Journal will be published during 2005. The additional edition is designed to compensate members for the fact that the Journal did not appear in 2004, due to several organisational difficulties. The Publications Committee is considering ways in which members can be compensated for the 'missing' edition. The editors welcome articles about the practice and theory of evaluation from members for inclusion in the Journal.
